Urban Design Panel 12.19.23 - Montgomery Park to Hollywood (MP2H) NW Plan In this month’s Urban Design Panel, we hear from the City of Portland on the Montgomery Park to Hollywood (MP2H) NW Plan.

The MP2H NW Plan is a long-range plan for the area in Northwest Portland between NW Nicolai and Vaughn streets, west of Highway 30.  The plan proposes to transition the industrial and employment area into a climate-friendly, transit-oriented future mixed-use district that includes opportunity for new employment, housing, and services. These changes would complement a planned extension of Portland Streetcar to Montgomery Park, via NW 23rd Avenue and NW Wilson/Roosevelt streets.  In addition to new zoning regulations, the MP2H-NW Plan will apply the Design overlay zone to much of the area.

City staff are now creating a “character statement” for the plan area to help guide future projects that will be subject to design review. Staff is seeking feedback from the UDP, and other community members, on the draft character statement for the area.

Digital Design Series - AIA Oregon Presents: Scott Edwards Architecture Scott Edwards Architecture present their Architecture Headquarters project, recipient of a 2022 Oregon Architecture Awards Merit Award. As a company focused on architectural design, Scott Edwards Architecture tapped the firm’s existing knowledge and engaged staff with a company-wide charette process to design a headquarters that is purposeful in its commitment to preserve, innovate, and connect to people and place. The building is both meaningful for the occupants as a comfortable workplace and an important addition to the neighborhood as a beacon of forward-looking design. Everything from the kitchen functionality to the roof deck to workstation sizing and layout is a direct result of active discovery—'moments’ like the feature stair and associated sitting areas encourage staff to linger, connect, share ideas, and pause at times throughout the workday to build in some whitespace for deeper thought.

Learn what drove SEA’s decision to renovate and add to the firm’s existing office, rather than move to a new location, and how the use of mass timber helped integrate old and new. The presentation will also explore the project’s sustainability strategies, a case study for code appeal that helped maintain the design vision, and how intentional design elements throughout the headquarters promote staff well-being.

InProcess Lecture - East County Library Project Holst and PAE will be co-presenting the New East County Library project in Gresham.

The East County Flagship Library will be a 95,000 sf new space aiming to provide the community with diverse services and spaces. This presentation will discuss the design strategy and components of the project. A key element of planning for the design was community engagement through multiple charettes in which top concerns and desires could be voiced. In addition to a traditional library space, the project also contains the potential for unique community uses like a maker space, audio and video production space, and large area for cultural celebrations.

Sustainability was a top concern for both the community and the project team. The project is aiming for LEED Gold and is using passive house principles and relevant parts of the materials elements of the Living Building Challenge to create a resilient, low carbon, and energy-efficient building. The presentation will dive deep into all three challenges to explain how the team addressed each in the design.

Gradient House and Studio - 2022 Oregon Architecture Awards Honor Award Recipient

Gradient House and Studio transforms a postwar house in the St. Johns neighborhood of Portland into a timely and sophisticated live work campus. United by a shared roof and material palette, the house and studio frame a courtyard that overlooks the iconic St. Johns Bridge, the Willamette River, and West Hills. Home to a young family with a thriving design business, Gradient provides a true live/work balance, with strong connections to neighbors and the landscape, following the natural topography of the site. Though the new house and studio more than double the size of the original house, the scale of the surrounding neighborhood is maintained.

This presentation will describe the design process, owner/architect/contractor team relationship and how that effected the final design and execution of the project.

Digital Design Series - AIA Oregon Presents: Hacker Architects
“Remaking Brutalist Buildings – Salem Public Library“

Renewing Brutalist buildings dating back to the 1960s has become a sweet spot of the Hacker design practice—a challenging mix of sustainable, renewal, and creative problem solving that really hinges on the power of collaborative, holistic design. In the US, the widespread embrace of Brutalist architecture was a reaction to events of the time. Amidst an institutional building boom and a decade of social upheaval, the monolithic, fortified nature of Brutalism had a pragmatic appeal for growing colleges, universities, as well as municipal governments.

A half-a-century-later, these defensive and inwardly focused buildings represent the antithesis of the open, flexible environments Hacker designs today. And as they near the end of their first life cycles, these concrete behemoths pose significant challenges for their institutional and government owners. While sustainability and lean budgets argue for renovation rather than replacement, reimagining these libraries, government halls, classroom buildings, and other facilities for the next 50 years is a daunting task.

We’ll highlight key tactics we apply to make the most of renovation and deferred maintenance budgets when repositioning Brutalist structures for the future.

Urban Design Panel - The Future of Downtown Portland and the Downtown RUDAT Initiative The February 21st Urban Design Panel was an opportunity for input from all members on the important topic of the future of Downtown Portland and the Downtown RUDAT initiative. As an enhancement to our usual Q&A chat format following the presentation, we encouraged questions, ideas and initiatives in an interactive format.

The Downtown R/UDAT initiative presentation was kept intentionally short, as a description of the proposed/accepted study beginning summer 2023, to allow an extended discussion period. We see this as a chance for a verbal format more resembling public outreach than the familiar Q&A based panel presentation. The Urban Design Panel seeks to hear all voices, and sees this as an opportunity of early engagement with the RUDAT team from the unique perspective of our membership.
