UDP November - Interstate Bridge Replacement UPDATE

Join us at our November Urban Design Panel, where we will get an update on the I-5 Interstate Bridge Replacement (IBR), presented by IBR Assistant Program Administrator Ray Mabey and Nolan Lienhart on the urban design team.

Presentation Description

The Interstate Bridge Replacement (IBR) program is currently studying the regionally endorsed Modified Locally Preferred Alternative (LPA) in compliance with the National Environmental Policy Act to better understand the potential benefits and impacts. The Modified LPA proposes conceptual elements to be studied and may be further refined as a result of the environmental evaluation and public input. 

The IBR team has initiated a holistic conceptual urban design process to reflect the IBR program's Purpose and Need and Vision and Values as informed by the Equity and Climate Frameworks and the community's values and priorities.

Nolan Lienhart, AICP, Associate AIA

Nolan Lienhart is Director of Planning & Urban Design for ZGF Architects, and part of the Urban Design team for the Interstate Bridge Replacement (IBR) program. He has over 20 years of experience planning and designing public infrastructure, and the communities around them. His work includes transit design, streetscape design, campus master planning, and district planning for public, private, and institutional clients. Prior to his work on the IBR program, he managed urban design efforts for the Columbia River Crossing (CRC) Project.

Ray Mabey, PE
IBR Assistant Program Administrator, ODOT

Ray has 31 years of experience with the Oregon Department of Transportation (ODOT) and over 34 total years of public and private sector experience in structural engineering and program management.

Ray was instrumental in the success of the $1.3 billion OTIA III State Bridge Delivery Program which led to the to repair and replacement of over 200 bridges on Oregon. He also served as the program manager on previous interstate bridge replacement work, the Columbia River Crossing. Before joining the Interstate Bridge Replacement program he served as ODOT’s State Bridge Engineer. He also served as the program manager on the previous effort to replace the Interstate Bridge, the Columbia River Crossing.

Ray is a Professional Engineer with a Bachelor of Science in Civil Engineering and graduate studies in structural engineering from Oregon State University.
